Sonderform des  Moral Hazard. In diesem Fall nutzt der Agent diskretionäre Handlungsspielräume, um in seinem eigenen Interesse die Entscheidungen anderer Akteure zu beeinflussen. I.d.R. zielen solche Aktivitäten auf eine Umverteilung von  Renten bzw. Quasirenten ab, sei es in Form von „politischen“ Aktivitäten oder durch die Manipulation oder Störung von Informationsflüssen.
- Die hierdurch verursachten Kosten werden als Influence Costs bezeichnet. Sie entstehen zum einen, weil die für sie aufgewendeten  Ressourcen – einschließlich der Zeit – nicht mehr für alternative Verwendungen zur Verfügung stehen ( Opportunitätskosten) und zum anderen, weil sie Abwehraktivitäten der anderen Akteure provozieren, die gleichfalls zu Lasten von Produktionsleistungen gehen ( Rent Seeking).
